U.S. Tech Ethics Group Asks FTC to Investigate OpenAI

The Center for Artificial Intelligence and Digital Policy (CAIDP), a U.S. technology ethics group, today reportedly asked the Federal Trade Commission (FTC) to prohibit OpenAI from releasing a new commercial version of GPT-4.

Earlier this month, OpenAI released its latest GPT-4 generative AI multimodal model, which has demonstrated human-level performance in a variety of professional and academic standardized tests. At the same time, however, the power of GPT-4 has raised a number of concerns.

In a complaint filed with the FTC today, CAIDP alleges that GPT-4 is biased and deceptive, posing a risk to privacy and public safety. in the complaint, CAIDP states that OpenAI’s ChatGPT-4 fails to meet the FTC’s standard of being “transparent, interpretable, fair, and empirically reasonableness.”

CAIDP Chairman and veteran privacy advocate Marc Rotenberg said in a statement, “The FTC has a clear responsibility to investigate and prohibit unfair and deceptive trade practices. We believe that the FTC should pay close attention to OpenAI and GPT-4.”

To that end, CAIDP urges the FTC to open an investigation into OpenAI, prohibit the release of new commercial versions of GPT-4, and ensure that the necessary guardrails are in place to protect consumers, businesses, and commercial markets.”

CAIDP follows an open letter issued yesterday by Tesla CEO Elon Musk and thousands of other techies calling for a moratorium on training AI systems more powerful than GPT-4. The open letter says all AI labs should immediately suspend training AI systems more powerful than GPT-4 for at least six months. Otherwise, the government should step in and take enforcement action.
