TSMC to get U.S. license to indefinitely supply chip-making tools to its China plant

According to Reuters, TSMC will get the U.S. license, an indefinite supply of U.S. chip manufacturing tools to its Chinese factories, in order to relax Washington’s restrictions on foreign chipmakers operating in China.

In a statement, TSMC said the US Commerce Department’s Bureau of Industry and Security (BIS) had recommended that TSMC apply for the Verified End User (VEU) program, which would allow the chipmaker to accept exports without separate approval. TSMC said, “We hope to obtain permanent authorization through the VEU process.”

Taiwan’s Minister of Economic Affairs Mei-Hwa Wang said earlier Friday that TSMC has received a waiver from the U.S. to supply U.S. equipment to its factories in China.

It is noted that the Biden administration, in October of last year, issued a sweeping set of export controls, including an initiative to block China’s access to advanced semiconductor technology through export restrictions, of which TSMC was one of the companies granted a waiver.

The U.S. says the restrictions are necessary to stop China’s advances in cutting-edge computing technology, characterizing them as a national security threat.

The South Korean government said this week that Samsung Electronics and SK Hynix would be allowed to supply U.S. chip equipment to their Chinese factories indefinitely without separate U.S. approval.
