The new rules require the export, re-export or transfer to China of (domestic) items, including manufacturing equipment and support for DRAM chips at 18 nanometers and below, NAND chips at 128 layers or above, and logic chips at 14 nanometers and below.

As a result of efforts to minimize the impact, SK hynix was able to obtain authorization to continue operations without the additional licensing requirements imposed by the new rules. The company said, “The continued availability of equipment means we can provide a stable supply of memory chips to the world. Together with the Korean government, we will continue to consult with the Ministry of Commerce and do our best to operate our facilities in China in a stable manner while continuing to comply with applicable laws and regulations.”
