In reality, the Windows 11 23H2 release is a minor update, a minor cumulative update to the existing 22H2 release, which Microsoft officials describe as an “enablement package” to enable hibernation.

Microsoft notes that you can select the 23H2 option under the Insider Channel in the Test Base and test for the new changes, such as Windows Copilot and taskbar ungrouping.

Microsoft may decide to delay pushing the update based on the results of the upcoming tests, but according to what Windows Latest has learned, Windows 11 23H2 has been declared ready internally by Microsoft, and will likely be rolled out in phases over the next few weeks.

Microsoft has confirmed that the 23H2 version will be released to the public later in the fourth quarter, and interested users can install it themselves by downloading the Release Preview version of the image.
