As the EU’s main Meta privacy regulator, the DPC said WhatsApp must re-evaluate how it uses personal data to improve its services.

Prior to that, the DPC issued similar orders to Meta’s other major platforms, Facebook and Instagram, requiring Meta to re-evaluate the legal basis for using personal data for targeted ad placement.

In September 2021, the DPC fined WhatsApp 225 million euros (currently about RMB 1.645 billion) for violations that occurred during the company’s handling of complaints. To date, the EU has fined Meta 1.3 billion euros (currently about RMB 9.503 billion) and opened 10 other investigations into its services.
