To evade EU regulation, Apple claims to offer three Safari browsers: same name, different devices

According to a report by the British media The Register, Apple made a surprising statement in order to evade EU supervision: it provides not one but three different networks. The browser is just “coincidentally” named Safari.

Apple claims it maintains five app stores and five operating systems, all of which, with the exception of iOS, are below the usage thresholds set by Europe to regulate large platform services and ensure competition.

According to the EU’s “Digital Market Act”, Apple needs to open third-party browser engines. Apple is expected to allow third-party app stores to work with browser engines other than Safari’s Webkit by March 2024, only in European markets.

Apple was informed of the news in July and submitted a response to the European Commission in August. According to the European Commission’s ruling document, Apple reiterated its position that each Safari web browser constitutes a unique “core platform service” with different interface options and different uses. For example, Safari on iPadOS and macOS includes a sidebar feature that allows users to view open tabs and tab groups, which is not available on iOS.

According to Apple, only Safari for iOS falls under DMA requirements.

It was previously reported that the European Commission designated six companies as “gatekeepers” for the first time in early September under the Digital Markets Act: Alphabet, Amazon, Apple, ByteDance, Meta, and Microsoft, including the 22 core platform services they provide. , including Apple App Store, Safari, Facebook, Chrome, Windows PC OS, TikTok, Youtube, etc. The above-mentioned businesses will have 6 months to ensure that each of their designated core platform services fully complies with the obligations under the Digital Markets Act.
