Social platform TikTok on Wednesday (March 15) said the U.S. government asked TikTok’s Chinese parent company ByteHapper to sell its TikTok shares or the U.S. could ban TikTok.
TikTok spokesman Brooke Oberwetter told Reuters that the company learned from the Committee on Foreign Investment in the United States (CFIUS) that the committee asked ByteHapper to sell its TikTok shares or the U.S. could ban TikTok.

Oberwetter said in a statement, “If the goal is to ensure that national security is safeguarded, a sale of assets (divestment) does not solve the problem: a change of ownership does not create new restrictions against data flow or access.”

The White House declined to comment on the matter, as CFIUS had unanimously recommended in 2020 that Bytespring proceed with the sale of TikTok, whose chief executive Zhou Zuizi will appear before the U.S. Congress next week for a hearing.

The Wall Street Journal reported earlier, citing TikTok executives, that 60 percent of ByteDance is owned by global investors, 20 percent by the company’s employees, and the founder owns the remaining 20 percent.

TikTok’s management is discussing the possibility of divesting from its Chinese parent company ByteDance to help address concerns about national security risks.

A divestment measure that could lead to a sale or IPO is considered the last option and would only proceed if the company’s current proposal with U.S. national security officials is not approved, people familiar with the matter said.

TikTok, which is undergoing a national security review by the Committee on Foreign Investment in the United States (Cfius), agreed last year to implement measures to address national security concerns of U.S. officials. The program, known as the “Texas Plan,” includes bringing in U.S. tech giant Oracle to host U.S. user data and review its software, and appointing a government-approved three-member oversight board.

People familiar with the matter said the stalled review process by Cfius, an interagency body, has left TikTok unsure whether the proposal will be sufficient to support the company’s continued operations in the U.S. Other people familiar with the matter said Cfius members from the Justice Department have been reluctant to accept TikTok’s proposal.

TikTok also faces a flurry of potential legislative bills in the U.S. Congress, some of which would require separation. Lawmakers are concerned that the TikTok app could be forced to share data with the Chinese government or could be used as a tool for Beijing to exert influence. Some of the bills with bipartisan support in the U.S. call for banning the video-sharing app or forcing it to be sold.

“Neither banning TikTok nor divesting TikTok from ByteDance will address national security concerns regarding data transfers,” said TikTok spokesperson Brooke Oberwetter, “Under the Texas plan, our U.S. users’ TikTok data will be subject to much higher security standards than any comparable U.S. company.”

TikTok CEO Zhou Zuizi will testify next week before the House Energy and Commerce Committee on the app’s data privacy and security practices and the company’s ties to the Chinese Communist Party.

The European Commission said on March 6 that Meta’s WhatsApp has agreed to provide a more transparent explanation of its privacy policy changes introduced in 2021 after receiving complaints from consumers across Europe.

WhatsApp released a new privacy policy in early 2021 that requires users to agree to share data with Facebook and other Meta platforms or they won’t be able to use the app. This sparked discontent and protests from users, leading many to turn to its rival platforms, such as Telegram and Signal.

The European Consumer Organisation (BEUC) and the European Network of consumer authorities said last year that WhatsApp had violated EU law by not explaining its privacy policy changes in plain language.

WhatsApp has now agreed to explain its policy changes and how they will affect users’ rights and has agreed to prominently allow users to choose to accept or reject the changes and to ensure that users can easily turn off pop-up notifications of updates. In addition, WhatsApp has confirmed that it will not share users’ personal data with third parties or other Meta companies (including Facebook) for advertising purposes.

WhatsApp has agreed to improve the way it communicates with consumers and to respect their choices,” said European Commission Vice President Vera Jourova. This is a positive sign that the platform can be held accountable for consumer rights.”

WhatsApp currently has more than 2 billion users worldwide and about 500 million users in Europe.

Apple and Samsung are among the most unhappy partners in the tech world, but their “marriage” continues because of Apple’s demand for advanced screens, according to The Information.

While Apple has long relied on the South Korean electronics giant for key components for the iPhone, it has also waged a long-running court battle against Samsung, accusing it of stealing Apple’s patents in its own line of smartphones. The companies settled their legal dispute five years ago, with Apple finding other partners to supply some components in its devices, such as memory chips, or replace other Samsung components, such as processors, with its own designs.

However, a complete breakup is not possible, as Apple still needs Samsung to supply an important component: displays for iPhones and other devices. This also makes for a very tense and delicate relationship between the two companies.

According to several former Apple employees, Samsung was so distrustful of Apple that it banned Apple engineers from entering Samsung factories. In one incident in 2017, Apple engineers flew from the U.S. to South Korea to meet with employees of Samsung’s display division but were told they were not welcome to enter its facilities, including its office buildings, because Samsung had to protect its intellectual property around a screen technology known as organic light-emitting diodes (OLEDs). According to a former Apple employee with knowledge of the matter, Apple engineers were forced to talk to their Samsung counterparts remotely from their hotel rooms in South Korea.

Apple has spent the last few years trying to move away from its dependence on Samsung OLED screens and looking for other suppliers such as LG, Japan Display (JDI) and BOE, but none of these manufacturers could meet Apple’s requirements for quality, quantity and price.

OLED screens are one of the most advanced display technologies available, offering higher contrast, lower power consumption and thinner thickness. Apple began using OLED screens on the Apple Watch in 2016 and has gradually expanded to other product lines, such as the iPhone, iPad Pro and MacBook Pro.

However, Samsung is the world’s largest manufacturer of OLED screens, with about 80% of the market share. This means that Apple must pay Samsung a high purchase price and has difficulty bargaining with it. Apple reportedly pays Samsung about $10 billion a year (currently about RMB 69.1 billion) for OLED screens.

In order to reduce costs and improve bargaining power, Apple has been looking for other reliable OLED screen suppliers. LG has started supplying OLED screens for some iPhone models, but its production capacity and quality are still not as good as Samsung’s. JDI has been unable to put them into mass production because of financial woes. BOE is one of China’s largest display manufacturers, but its products have failed Apple’s stringent testing standards.

Samsung’s strengths in screen technology and production give it more power in its relationship with Apple than most of Apple’s supply chain partners. In general, Apple suppliers must take “the financial risk of storing and absorbing the cost of unwanted parts,” but that’s not the case in the relationship with Samsung.

One former Apple employee said Samsung forced Apple to buy hundreds of thousands of additional screens several years ago, even after Apple cut demand forecasts for MacBook displays.

In another incident, Samsung shipped “millions of LCDs to Foxconn” for the first retina screen version of the iPad mini, but Apple found “minor defects” in the displays. Samsung refused to replace the screens, leaving Apple with “no choice but to use the panels. A few years later, a similar incident occurred with the MacBook display, forcing Apple to suspend mass production until the company could select the best quality display for use.

Over the years, Apple has made several attempts to get rid of Samsung, but all have failed. One of those attempts occurred when Apple wanted to use microLED display technology instead of OLED in the iPhone X. Initially, Apple wanted to use MicroLED instead of OLED in the iPhone X. While OLED allows for better overall image control compared to LCD, according to a former Apple executive involved in discussions about Apple’s display roadmap, some executives within Apple Some Apple executives don’t like OLED displays because they’re hard to see in sunlight.

After acquiring LuxVue in 2014, Apple staffed the MicroLED project with top talent, many of whom have PhDs in fields such as physics, chemistry and electrical engineering. A year later, Apple purchased a small display factory in Taiwan from Qualcomm to learn how to make displays.

The plan to use MicroLED on the iPhone X never came to fruition. Several people who worked on the project said the high cost of making MicroLEDs, combined with how long the manufacturing process takes and the high potential for defects, led to delays, although Apple has been doing its best to overcome these obstacles for years.

Nevertheless, Apple has not given up on finding an alternative. Apple reportedly plans to use BOE-produced OLED screens when it launches the fourth-generation iPhone SE in 2023. In addition, Apple is continuing to work on MicroLED technology, which could provide higher efficiency, longer life and better visuals for displays.

However, Apple will still need to rely on Samsung to meet its demand for high-end OLED screens for the foreseeable future. The two companies compete and cooperate, creating a unique and complex relationship in the technology world.

There have been recent reports that Samsung has restarted the development of a custom CPU core for future Galaxy devices. However, the South Korean company claims that these reports are not true.

Regarding the reports, Samsung Electronics told Sammobile, “Recent media reports that Samsung has created an internal team dedicated to developing CPU cores are not true. Contrary to that news, we have had multiple internal teams working on CPU development and optimization for a long time, while continuously recruiting global talent in related fields.” This suggests that the company has not yet started developing custom CPU cores for its future smartphones, tablets and laptops.

Samsung’s statement suggests that the company may continue to use ARM’s public CPU cores in its future smartphones. ARM has reportedly changed its licensing terms to not allow OEMs to make changes to its public designs. ARM and Qualcomm have been at odds over the licensing terms for ARM’s CPU core designs since Qualcomm acquired Nuvia.

In the past, Samsung MX, the mobile division of Samsung Electronics, has created an internal team to develop internal smartphone chipsets from scratch. However, there is no official information on this front. Samsung will reportedly switch to an internal chipset for the Galaxy S25 in early 2025.

Samsung has been under pressure due to the unsatisfactory performance of Exynos processors. The company was also involved in a controversy related to the GOS (Gaming Optimization Service), which reduced the peak gaming performance of the Galaxy S22 series for consistent and sustained performance. Later, the company had to offer an option to turn off GOS on its smartphones through a software update.
